(ルール)マリガンについて
2015年7月14日 ルール コメント (2)マリガン(Mulligan)に関する話題がDNでも挙がっていますが、USの"Pokemon TCG Rules and Formats"では確認できなかったのですが、"XY Kaoos Starter Set Pokemon Trading Card Game Rules"内において関連記述を見つけたので参考に紹介します。(Googleで調べればアクセスできると思います)。
[お互いのプレーヤーが最初に引いた7枚にたねポケモンがいなかった場合]
お互いのプレーヤーが手札を見せて、もう一度引き直す。
[いずれかのプレーヤーだけが最初に引いた7枚にたねポケモンがいなかった場合]
1)たねポケモンがいないプレーヤーがマリガンを宣言する。
2)相手のプレーヤーがバトル場のポケモン及びベンチポケモンをセットし、サイドを置くまで待つ。
3)たねポケモンがいないプレーヤーは手札を見せた後、山札に戻す。
4)たねポケモンが手札にくるまで繰り返す。
5)やり直す必要が無かったプレーヤーは相手プレーヤーが行ったマリガンの回数分までのカードを山札から引いて良い。
その中にたねポケモンがいればベンチに出すことができる。
この内容からはカードを引くタイミングは相手プレーヤーのマリガンが終了した時点に纏めて行う、ということになります。実際に私が体験した中では、相手(or自分)のマリガン中はマリガンの回数をダイスで示して山札の上に置き、マリガン終了の時点でダイスが示す数のカードを対戦相手に宣言して引いてました。

FULL DETAILS OF TAKING A MULLIGAN
If either player has no Basic Pokemon in his or her opening hand, that player must take a mulligan. Here’s how the timing works:
If both players have no Basic Pokemon in their opening hands:
Both players reveal their hands, then just start over as normal.
If only one player has no Basic Pokemon in his or her opening hand:
That player announces that he or she has a mulligan, then waits until the other player has placed his or her Active Pokemon, Benched Pokemon, and Prize cards.
Then, the player with no Basic Pokemon reveals his or her hand, then shuffles it back into his or her deck. The player does this until he or she gets an opening hand with a Basic Pokemon, then proceeds as normal.
Then, the player who did not have to start over may draw a card for each additional time his or her opponent took a mulligan. For example, if both players took 2 mulligans, and then Player A took 3 additional mulligans, Player B may draw up to 3 cards. If any of those cards are Basic Pokemon, they may be put onto the Bench. Then, reveal all Pokemon, and begin the game.

というか、明確に｢mulligan｣って用語が使われてるんですねw
同じカードゲームですが細部では国によって手順が異なるので世界大会とかでは気にしておかないといけないですね。
私もマリガンという単語がそのまま使われていたのは驚きでした。
